The medallion is a complex labyrinth puzzle with discs that are inextricably linked. Turn the gold and silver discs, causing the black pieces in the middle to move outwards. If you try to take a shortcut, you'll fall into a dead-end trap. It's up to you to solve it through intuition or analysis.
